      Let's say you do a lot of fishing off the Louisiana coast in the Gulf of Mexico.  You really need to know whether you're in state or federal waters, especially if you're fishing for redfish or snapper because the regulations and restrictions differ for those species based on where you're fishing.
      Well..I think I got it all simplified for you.
      Say you head offshore and you pull up to a platform or rig and you see a placard on it that gives you the Louisiana Lease Number--that rig is in "state waters." 
      But say you pull up to a platform or rig and you see signage that includes an OCS Number and tells you precisely where you are--the Area and the Block Number (for example, ST-128X, OCS 00498), this translates as South Timbalier Block 128, Platform X, Number 00498.  Then this rig is situated in "federal waters."
      So doesn't this give you an insight?
